City transient charged in broad daylight beatdown on Bridge Street

ROCHESTER - A Rochester transient was arrested on Monday after an apparent roadside confrontation with another man on Portland Street escalated moments later into a fight on Bridge Street in which the victim's shirt and necklaces were ripped off and he was punched and beaten.

City Police got involved around 2:25 p.m. when they got a call for an altercation on Bridge Street.

When officers arrived they located a male on Union Street who was holding a ripped shirt and had scratches on his left and right shoulders.

The male stated that he was on Portland Street stopped at the red light to turn left onto South Main Street when another male walked by him and was "mouthing off" to him before flicking a cigarette into his vehicle, which landed on his passenger seat.

The victim then drove to Union Street where the other male soon arrived and started saying things from across the street.

Police say the victim then walked over to speak to the suspect about the issue whereupon the suspect punched him several times while ripping off his shirt.

As the shirt was ripped off two of the victim's neck chains broke, police say, and he was scratched in the shoulders. Police say the suspect then picked the chains up and walked off with them.

Officers located the suspect moments later and placed Marc Richard Webber, 32, under arrest.

He was charged with robbery, attempt to commit simple assault, three counts of simple assault, three counts of criminal mischief, two counts of disorderly conduct and one count of contempt.

Bail was initially set at $500 cash, but it was converted to personal recognizance at his arraignment on Tuesday.
