Ex-Rochester man, Fugitive of Week, found hiding with friends in Lebanon

CONCORD, - Late last night, this week's "Fugitive of the Week," Michael Francis, 28, formerly of Rochester, was arrested by members of the Maine State Police in Lebanon, Maine.

This investigation was conducted by members of the New Hampshire Joint Fugitive Task Force, which late Wednesday developed leads that Francis was in Lebanon hiding with two friends.

These friends were identified as Ricardo Marino, 41 and Sarah Quint, 29, both of whom had outstanding arrest warrants from the Strafford County Sheriff's Office.

This information was forwarded to Maine State Police, who immediately acted on these developments, arresting all three at a residence on Long Swamp Road in Lebanon.

Francis and Marino were located hiding in bedrooms of the residence while Quint had provided a false name to the troopers in an attempt to avoid arrest.

Francis was transported to the York County Jail, where he will be held without bail as a fugitive from justice on his outstanding Rockingham County arrest warrant for failing to appear on a charge of distribution of heroin/fentanyl.

Marino was transported to the York County Jail, where he will be held without bail as a fugitive from justice on his outstanding Strafford County arrest warrant for violations of conditions of release based on an original charge of operating a motor vehicle after being deemed a habitual offender.

Quint was transported to the York County Jail, where she will be held without bail as a fugitive from justice on her outstanding Strafford County arrest warrant for violations of conditions of release based on her original charges of falsifying physical evidence and obstructing a criminal investigation.

U.S. Marshal David L. Cargill Jr. said, "The US Marshals from New Hampshire are grateful for the outstanding support that we always receive from the Maine State Police. These long-standing relationships are critical in quickly apprehending fugitives that often travel across state lines in an effort to avoid arrest."

Francis had been featured as the "Fugitive of the Week" earlier as the "Fugitive of the Week" and had been aired on WTPL-FM, WMUR-TV, The Union Leader and several other media outlets including The Rochester Voice.

The "Fugitive of the Week" has been a very successful tool that has resulted in the location and arrest of numerous fugitives since its implementation in 2007. Additionally, the "Fugitive of the Week" is distributed statewide to all law enforcement officers.
