ROCHESTER - Incumbent City Councilor Robert W. Gates remained the winner of a tight Ward 5 race after a recent recount was conducted at City Hall.
Challenger Sam A. Oliver III had requested the recount after losing to Gates by just five votes, 193-188, on Nov. 7.
After the ballots were hand counted, Gates ended up gaining one vote, while Oliver stayed at 188, for a final tally showing Gates winning by six votes instead of five, 194-188.
