Judge expected to rule on suspect's competency in home invasion case

©ROCHESTER - A competency hearing was held on Tuesday for one of the final suspects in a brutal 2015 home invasion in downtown Rochester.

Cedric Ross, 35, of 157 Rochester Hill Road, Apt. 7, who allegedly brandished a gun in the Nov. 17, 2015, incident, was indicted the following January.

Ross' competency hearing at Strafford County Superior Court was closed to the public and lasted more than two hours, said Assistant County Attorney Katelyn Henmueller.

Also arrested in the Academy Street robbery were Giovanni Angel Monroe, 36, of 15 Royal Crest MHP, Robbie Jablonski, 37, of 18 King St., both of Rochester, and Ryan Tiberio, 23, of 9 Western Ave apt. 4 Dover.

Jablonski was charged with armed robbery for allegedly brandishing a gun during the home invasion; robbery for allegedly using a box cutter in commission of the crime and falsifying physical evidence for allegedly flushing drugs down a toilet and hiding drug paraphernalia. He faces up to 42 years in prison if convicted on all charges. His trial is set for August or September.

Monroe was formally charged with armed robbery for allegedly brandishing a gun, robbery for allegedly using a box cutter in commission of the home invasion; felony criminal threatening for allegedly holding a box cutter to an apartment occupant's throat; and being a felon in possession of a deadly weapon, having been convicted in June 2004 of witness tampering. He pleaded guilty in February and is currently serving four to eight years.

Tiberio pleaded guilty to conspiracy to commit robbery in September and is serving two to five years.

Henmueller said the prosecution and defense will now wait to see whether the judge rules Ross is competent to stand trial or not. There is no set timetable for his decision, she said.
