DOVER - A Rochester man arrested by Rochester Police 27 times since 1996 and presently housed at the state prison in Concord was indicted on another theft charge last week by a Strafford County grand jury.

Mark J. Arabia Jr., 40, formerly of Maple Street, was formerly charged with theft by unauthorized taking for allegedly stealing articles from Kohls on June 16. According to the indictment documents, Arabia had twice been convicted of felony or Class A misdemeanor theft charges in November 2013 and April 2010.

The current charge carries a three and a half to seven year prison term.

The Strafford County grand jury indictments were handed down earlier this month and released on Wednesday.

An indictment is not an indication of guilt, rather that enough evidence has been gathered to warrant a trial.
