Milton, Rochester men among charged in months-long Dover drug probe

DOVER - Milton and Rochester residents are among 11 who have been arrested as part of months-long investigation into drug activity in the city.

Those arrested include:

Richard M. Folger, 31, of 27 Liberty Circle, Milton, charged with felony possession of the controlled drug, heroin. Folger was arrested on Sept. 8, at 7:07 p.m. He was released on $1,500 personal recognizance bail and was scheduled to appear for arraignment in Strafford County Superior Court on Sept. 26. His bail remains $1500 personal recognizance.

Matthew S. Gagnon, 35, of 3 Russell St., Rochester, was charged with felony possession of controlled drug, heroin, and felony possession of the controlled drug clonazepam. Gagnon was arrested on Oct. 27 at 9 p.m. and released on $2,000 personal recognizance bail. Gagnon was scheduled to appear for arraignment in Strafford Superior Court on Nov. 10 at 9 a.m. His bail remains $2,000 personal recognizance.

Isaiah N. Johnson, 36, of 1 Flanders Court, Dover, was charged with felony possession of controlled drug, crack cocaine, and felon in possession of dangerous weapon, a large knife with a curved blade and metal spikes. Johnson was arrested on Sept. 20 at 1:38 p.m. and waived the services of a bail commissioner. He was arraigned on Sept. 21 in Strafford County Superior Court and released on $2,500 cash or surety bond.

Trevor S. Long, 27, of 73 Rutland St., Dover, was charged with felony possession of controlled drug, heroin. Long was arrested on Sept. 29 at 7:16 p.m. and released on $1,000 personal recognizance bail. Long was scheduled to appear for arraignment in Strafford County Superior Court on Oct. 14 at 9 a.m. His bail remains at $1,000 personal recognizance.

Drew R. Ash, 30, of 33 Hough St., Dover, was charged with felony possession of controlled drug, heroin. Ash was arrested on Oct. 13 at 6:30 p.m. and released on $2,500 personal recognizance bail. He was scheduled to appear for arraignment in Strafford County Superior Court on Oct. 24 at 9 a.m. His bail remains at $2,500 personal recognizance.

Kate E. McLaughlin, 29, of 10 Redden St., Dover, was charged with misdemeanor transportation of drugs in a motor vehicle. The drug in the vehicle was heroin. McLaughlin was arrested on Nov. 10 at 11 a.m. and released on $2,000 personal recognizance bail. She is scheduled to appear for arraignment in the 7th Circuit District Division Dover on Feb. 27 at 8 a.m.

Glenn Y. Smith, 30, of 41 Belknap St., Apartment 1, Dover, was charged with felony possession of controlled drug, heroin, and electronic bench warrant, misdemeanor. Smith was arrested on Oct. 27 at 9 p.m. and arraigned in Strafford County Superior Court the following morning where he was released on $5,000 personal recognizance bail.

Randell K. Peters, 24, of 14 Atkinson St., Dover, was charged with felony sale of the controlled drug, heroin. Peters was arrested on Nov. 9, at 4:07 p.m. and refused the services of a bail commissioner. Peters was arraigned on Nov. 10, and was held on $10,000 cash bail.

Jeremy F. Rosario, 26, of 273 Lita Lane Newmarket, was charged with misdemeanor possession of controlled drug, marijuana. Rosario was arrested on Nov. 14 at 7:30 p.m. He was released on $1,000 personal recognizance bail and is scheduled to appear for arraignment in the 7th Circuit District Division Dover on Feb. 27 at 8 a.m.

Hanna B. Nappi, 21, of 39 Hancock St., Farmington, was charged with felony possession of controlled drug, heroin. Nappi was arrested on Nov. 16, at 9 a.m. and was released on $2,500 personal recognizance bail. Nappi is scheduled to appear for arraignment in Strafford County Superior Court on Nov. 29 at 9 a.m.

Ronnie W. Pitts, 32, of 35 Belknap St., Apartment 3, Dover, was charged with felony sale of controlled drug, heroin. Pitts was arrested on Nov. 17 at 10:30 a.m. and was released on $2,500 personal recognizance bail. Pitts is scheduled to appear for arraignment in Strafford County Superior Court on Nov. 29 at 9 a.m.

"Opioid abuse is at epidemic levels in the Granite State and those suffering from the disease of fentanyl and heroin addiction need access to treatment and recovery," said Michael J. Ferguson, the DEA Special Agent in charge of the Boston office. "But, those responsible for distributing these lethal drugs like fentanyl and heroin to the citizens of New Hampshire need to be held accountable for their actions. DEA is committed to aggressively pursue drug trafficking organizations who are coming from out of state to distribute this poison across New Hampshire in order to profit and destroy people's lives and wreak havoc in our communities. This investigation demonstrates the strength of collaborative law enforcement efforts in New Hampshire to intensely go after anyone who traffics these drugs," Ferguson said.

The arrests were the result of a two-month-long drug investigation conducted by members of the Dover Police Department's Community Response and Enforcement Unit in partnership with the United States Drug Enforcement Administration.

"While we need to work hard to prevent and treat drug abuse, we also have to vigorously enforce our laws. Bringing many law enforcement assets together is an effective way to do this," said Dover Police Chief Anthony Colarusso in a press release.
