Retirement of deputy chief leads to two promotions

The Rochester Police Commission and Chief Michael Allen announced on Thursday the promotions of Captain Paul Toussaint to the rank of Deputy Chief and Lieutenant Jason Thomas to rank of Captain.

Both promotions resulted from the retirement of Deputy Chief Scott Dumas. Both officers will assume their new positions on April 17.

Toussaint has been with the department since May 1996 and has held the rank of captain since July 2012. He has held several positions in the agency including patrolman, detective, sergeant, and lieutenant. As a captain he has experience commanding both the patrol and support divisions. He also was a former team commander of the Strafford County Regional Tactical Operations Unit. Toussaint resides in Rochester with his wife and children.

Thomas has been a sworn officer with the department since December 1998 and prior was an emergency dispatcher with the department since 1991; he has held the rank of lieutenant since March 2012. He has previously held several positions within the agency from patrolman to training coordinator, and sergeant. He has spent the majority of his career as a member of the patrol division and will assume command of the division with his promotion. Thomas is also a graduate of the FBI National Training Academy in 2014. He resides in Rochester.
