Rochester man among fugitive sex offenders picked up by Marshals task force

CONCORD, N.H. - The U.S. Marshals Fugitive Task Force took two Strafford County sex offenders into custody on Tuesday, including one from downtown Rochester.

Edward Davis, 56 whose last known address was 46 South Main St., Apt 303, was located by the task force at a residence in East Rochester.

The second, Robert Kean, 34, whose last known address was 8 Grove Street Apt 2 in Farmington, was arrested by Marshals after leaving a work site in Dover, N.H.

Davis, who has an extensive criminal history dating back to 1978 has been required to register as a sex offender since his 1987 conviction for felonious sexual assault on a child between ages 13-16. Davis had been wanted on a Strafford County arrest warrant charging him with robbery. Additionally, Davis was wanted by the Rochester Police Department for failing to maintain his sex offender registration.

On Tuesday morning, after watching an area of Main Street in East Rochester, Davis was seen leaving a house. As the task force made its approach, Davis retreated inside the residence. Investigators were able to access the house and arrest Davis without further incident. He was transported to the Strafford County Jail, where he is being held pending his initial court appearance on his two outstanding arrest warrants.

Kean, who has a criminal history dating back to 2000, has been required to register as a sex offender since his conviction in 2008 for felonious sexual assault on a child between the ages of 13-16. Kean was wanted on an outstanding arrest warrant issued by Rockingham County for failure to appear on a drug related offense that was issued on March 11. Additionally, Kean was wanted by the Farmington Police for failing to maintain his sex offender registration.

Investigators assigned to the task force began searching for Kean shortly after the arrest of Davis. The search took investigators to several towns throughout Strafford County, eventually leading to Dover, where after a brief period of surveillance, Kean was observed getting into a car and leaving a residence where he was reportedly working. This vehicle then stopped at a local convenience store, where the task force moved in and took Kean into custody without further incident.

He was transported to the Rockingham County Jail, where he was processed and is being held pending his court appearances on his two outstanding arrest warrants.

These arrests were a cooperative effort made by members of the U.S. Marshals - N.H. Joint Fugitive Task Force including Strafford & Rockingham County Sheriff's Offices, along with deputy U.S. Marshals.
