Rosco came to the shelter after his owners brought him in because they didn't have time to care for him anymore. Rosco was left outside tied up for hours. He can come off as a "tough guy" but he is really a big softy at heart! He is a big goofball who loves to play and is affectionate with the people he knows and trusts.
