Santiago was born to the late Santiago and Mercedes Miranda of Tucson, Ariz., on May 21, 1947. He proudly served in the Navy during the Vietnam War; retired as a Senior Chief after 25 years. He later worked for NHDOT and retired after 20 years as a Supervisor. He was very proud of his Mexican and his Apache heritage.

Carr III and his wife Maureen and Scott Carr and his wife Vickie; his daughters Paula Carr and Michele Houle and her husband Michael; his grandchildren Orry "Bubba" and his wife Sary, Michele and her husband Eric, Travis and his wife Brandy, Seton and her husband Rob, Kaylan, Kelli, Jennifer and her husband Chad, Mary and her husband Joe, Patrick, and Zachary; his great-grandchildren Sandra, Addie, Bailey, Benjamin, Evangelina, Tara, Ava, Carter, Orrison, Meric, Lilian, Cedric, and Charlie; his brother Larry and FreddiAnn and his many nieces and nephews in Tucson.
