Two members of Rochester Police Department promoted

ROCHESTER - The Rochester Police Commission and Chief Michael Allen today announced the promotion of Sergeant Andrew Swanberry to the rank of Lieutenant and Officer Randy Smith to the rank of Sergeant.

Both promotions are as a result of the retirement of Deputy Chief Scott Dumas and previous promotions of Deputy Chief Paul Toussaint and Captain Jason Thomas.

Swanberry has been employed with the department since August 2006 and has held the rank of sergeant since August 2014. Swanberry has served the city as both a patrolman and detective prior to his promotion to sergeant. He has also been involved in several specialty assignments during his time to include the evidence recovery team, traffic reconstruction team, ward officer, bicycle patrol, and firearms instructor.

Smith has been employed with the department since November 2007 and has served as a patrolman for his entire career. Additionally, he has been involved in several specialty assignments during his time to include the tactical team, bicycle patrol, field training officer, firearms instructor and ward officer.

Their promotions were made effective on Sunday.
