ROCHESTER - A Dover man was arrested twice on Thursday by Rochester Police, first for allegedly leaving the scene of an accident - and a few hours later - in the theft of equipment from City Hall. The first arrest of Andrew Parker, 33, came around 7:45 a.m. after police responded to the intersection of Gonic Road and Church Street for the report of a minor motor vehicle accident where one driver fled the scene.
