DOVER - A Rochester man is facing nine felony charges in connection with an incident outside a Dover pub on which some nine shots were allegedly fired. Alexander Tibbetts-Cullen, of 26 Maple St. in Rochester, has been charged with nine counts of Reckless Conduct and Felon in Possession of a Dangerous Weapon.
