ROCHESTER - Rochester Police on Monday announced four additional arrests in the 4th of July fireworks fracas at Robbins Automotive on Summer Street in downtown Rochester, but also dropped the most serious charge of felony riot against Robbins Automotive owner Doug Robbins.
The four new arrests include the following:
