DOVER – A new rivalry among two of the Tri-City’s mayors appears to have been born over a bet they agreed upon on the outcome of a recent varsity football game between the Dover Green Wave and the Spaulding Red Raiders.
The bet was that the mayor of the defeated city’s team would have to wear the victor’s hat to the next city council meeting.
