ROCHESTER - Rochester Police on Thursday arrested a Rochester woman on four active EBWs, including one for bail jumping, further spotlighting flaws in New Hampshire's recent bail reform efforts. Stacy Barrett, 44, was also taken into custody in connection with a Superior Court bench warrant - called a capias - on a drug possession charge. She was transported to Strafford County Jail as a result of the Superior Court warrant and is scheduled to be arraigned today. The state's recent bail reform package sought to take cash out of the equation when it comes to determining who gets to await trial out on bail instead of in jail. However, many in the justice system including district attorneys and police say they have seen far too many of those out on bail either reoffend or fail to make scheduled court appearances. Recent arrests of Barrett compiled by Rochester Police Capt. Todd Pinkham include: 11/22/2019 Charge: EBW-BAIL JUMPING Charge: EBW-THEFT Charge: EBW-THEFT Charge: EBW-THEFT Charge: Strafford County Arrest Warrant-POSS OF DRUGS 09/10/2019 Charge: Theft, for which Barrett failed to appear and an EBW was issued 08/30/2019 Charge: Capias Warrant-Possession of Drugs 08/02/2019 Charge: Bail Jumping, for which Barrett failed to appear and an EBW was issued Charge: EBW-Theft 08/02/2019 Charge: Theft, for which Barrett failed to appear and an EBW was issued 08/02/2019 Charge: Possession of Controlled Drugs 06/14/2019 Charge: Capias Warrant-Possession of Controlled Drugs 06/04/2019 Charge: Arrest - Bench Warrant 05/26/2019 Charge: Criminal Trespass Charge: Possession of Controlled Drugs 03/27/2019 Charge: Theft, which Barrett failed to appear for and an EBW issued
