ROCHESTER - The City Council on Tuesday approved a $141 million operating budget for the upcoming fiscal year that could result in a slight property tax decrease.

The fiscal year 2020-2021 budget comprises a 2 percent hike over last year, which will result in a mil rate decrease of 15 cents to 24.75.

For a $150,000 home, that decrease would amount to an approximate tax bill decrease of $22.50.

Also on Tuesday City Councilor Pete Lachapelle urged the city to continue to embrace the outside dining in the downtown saying it brings a "vibrancy to the downtown we've been trying to get for years."

He also suggested allowing music on public property to lend a more festive air to the city's downtown alfresco dining experience.
