Dover sex offender arrested for failing to register

DOVER - A sex offender formerly of Portsmouth who moved to Dover several weeks ago was arrested for failing to comply with sex offender registration laws.

After learning Dover Police had filed an arrest warrant, David Rosario, 37, surrendered to police on Monday.

Dover Police Department detectives began an investigation after learning Rosario was living at a Locust Street residence. He is a Tier III sex offender due to multiple convictions in New York in 2006 for sexual assault.

Rosario had last registered as being a resident of Portsmouth, however, the investigation revealed he had been living in Dover for several weeks without updating his registration.

As a result of the investigation, DPD detectives obtained an arrest warrant for Rosario charging him with a Class B felony for failing to comply with RSA 651-B:9 "Change of Registration, Duty to Inform." After being booked Rosario was released on personal recognizance bail pending arraignment in Strafford County Superior Court.
