Latest bail reform scofflaw arrested again, this time held on no bail

ROCHESTER - The Rochester man arrested on three Electronic Bench Warrants on Monday and again released on personal recognizance bail was arrested again on Thursday, this time on a capias warrant out of Strafford County Superior Court in reference to a prior drug possession arrest in July.

After James Brooks, 28, was originally arrested in July he was issued an arraignment for Aug. 15, for which he failed to appear, prompting the issuance of a warrant for his arrest.

Brooks was arrested on that warrant on Aug. 26 and failed to appear for his next arraignment. As a result of that failure to appear, another warrant was issued for his arrest, for which he was taken into custody on Thursday. As of today, he is being held on no bail.

Present with Brooks at the time of his arrest and also arrested was Mercedes Adjutant, 24, of Rochester. She was taken into custody on an active warrant from another agency for possession and trafficking of prescription drugs. Adjutant was released on personal recognizance bail and issued a court date in November at Ossipee District Court.
