A Lebanon man has been charged with shoplifting at the Rochester Walmart.

Charles Libby, 35, of 88 Hubbard Road, was arrested around 2:30 p.m. on a misdemeanor level offense of Willful Concealment.

Libby was bailed and released on $1,500 personal recognizance, pending his September arraignment.

A person who has been twice convicted of Shoplifting (637:3-a II) within a 36 month period can be charged with a Class B Felony.
