Rochester woman arrested on shoplifting charge, duty of parent violation after suspicious vehicle report

ROCHESTER - A Rochester woman was arrested on a shoplifting charge and summonsed for a duty of parent violation after a suspicious vehicle investigation early Saturday by city police.

Officers were called to the Irving Circle K on Gonic Road around 1:30 a.m. for a report of a male sitting in a vehicle at the side of the lot for a couple of hours.

When they arrived, officers "made contact with a male behind the wheel and a female passenger," Rochester Police Capt. Jason Thomas said on Monday.

The male was cleared to go, Thomas said, but the female, Kathleen M. Sullivan, 38, of 20 Fairway Ave., had two warrants: willful concealment that allegedly occurred in May at Walmart; and a violation summons for Duty of Parent, compulsory attendance by pupil.

Duty of Parent violations are brought forward when school officials and law enforcement determine a parent isn't doing enough to ensure their child is attending class.

Sullivan was bailed on $1,500 personal recognizance with an arraignment set for March in Rochester District Court.
