ROCHESTER - A transient was arrested on possession of heroin Wednesday after a call was made to police about a suspicious vehicle at the Rochester Common.
Kelly Jo Wagner, 46, no known address, was charged and held on $5,000 cash bail due to a recent arrest in a city shoplifting incident.
Wagner was taken to the Strafford County Jail pending her arraignment today in Rochester District Court.
