Are Rochester Schools stonewalling the press, or the citizens and parents?

Following Rochester school board chair Matt Pappas' report on how school board members should "stay off Facebook" and confer with Rochester Schools Supt. Jared Fulgoni prior to any meeting if they had questions about school governance to avoid any "gotcha" moment, a host of citizens and a school board advocacy organization have stepped up to deride such directives.
After all, the school board is the superintendent's boss. Why would they bend a knee to his wishes?
But now it appears not only does the school board seek to muzzle school board members, it appears that Fulgoni and the school board chair will not refute or rebut policy set forth by a school board advocacy group that condemns the way the Rochester School board is being run.
On Wednesday The Rochester Voice emailed both Fulgoni and Pappas and asked them to respond by Friday to a webinar presented by the New Hampshire School Board Governance Association on April 18, which appeared to contradict many of the precepts put forward by Pappas.
When you're a journalist it's your obligation to let the opposing view be heard:
Pappas said "Don't post on Facebook
The NHSBGA says: You should post on Facebook, let your constituents know how you feel.
Pappas said: Always confer with superintendent prior to meeting to see if it's OK to ask a question.
The NHSBGA says: That's ridiculous. The School board is the boss. They can ask whatever they want whenever they want. They don't ask permission.
These are pretty significant differences, so The Rochester Voice wanted to get the school board's and school superintendent's side of the story.
But they did what government does whenever they feel uncomfortable and not in control of the narrative. They clam up. They run for cover. They hunker in the bunker. They just don't respond.

How lazy and cowardly is that?

The school board and Fulgoni have to publicly explain why the NHSBGA is wrong, or get on board with their governance's best practices.
