Budget passed Tuesday will raise typical $200G home property tax bill by $164

ROCHESTER - The Rochester City Council adopted the FY24 budget on Tuesday.

The adopted budget is $5,548,945 below the tax cap, with an estimated tax rate increase of $0.82.

For a typical 200,000 home - excluding other factors such as the property's assessment - the increase would amount to a total tax bill increase of $164.

The tax-cap compliant budget was aided by the Chief Assessor updating the 2023 Preliminary Net Assessed Valuation after the original budget proposal was brought forward last month.

The assessor's updated valuations included an additional $30 million in assessed value.

First issue property tax bills are scheduled to be mailed on Tuesday with a due date of July 13, 2023.

The budget is only below the tax cap because $5.8 million was taken from the unassigned fund balance to make it so.

here in lies the problem: 32:5-b Local Tax Cap I-a. If the local taxes raised for the prior year were reduced by any fund balance brought forward from previous years, the amount of such reduction shall be added back and included in the amount to which the tax cap is applied under paragraph I.

This little loophole needs to be changed...you should not be able to include the amount reduced by using fund balance to calculate the following years cap...the fund balance is money received by property tax already...
