City begins active solicitation of developers for Scenic Theater, Salinger Block

ROCHESTER - In a move seen as pivotal in the downtown's revitalization drive, Requests for Proposal for two major properties are actively being sought by major developers throughout New England.

The two buildings, the Salinger Block (Kelly's Gymnastics) at 10 North Main St. and the Scenic Theater (The Cast & Grind) at 12/14 North Main St., were recently acquired by the city.

City Manager Blaine Cox said today that the city is willing and excited to listen to any and all proposals for repurposing of both buildings.

"It's a blank slate," Cox said. "We're looking for creative developers to come in and tell us what they would visualize for both buildings, all the way from refurbishing the current structures to tearing down both buildings."

Any developers would be able to take advantage of a host of tax-based incentives including the Downtown Revitalization Tax Incentive, Rochester JOB Loan Program and the Federal Historic Preservation Tax Credits and more.

Of course the latter would involve maintaining the current edifice and historic character of the late 1800s era buildings, something Cox believes would be the optimal outcome.

"If we could get someone to invest and keep the historical character, that would be ideal," said Cox, who expects the properties would comprise a mix of retail and housing.

Developers interested in responding to the RFP are encouraged to conduct a site visit and tour the existing buildings on Tuesday between 10 a.m. and 2 p.m.

Once any proposals are gathered a committee will review them before taking them to the City Council for further action.
