City lawmen got ball rolling on sweeping drug probe

The sweeping Seacoast area drug bust announced by the U.S. Attorney's Office on Thursday began with an investigation by Rochester Police but was later turned over to the New Hampshire Division of the DEA, Rochester Police Capt. Gary Boudreau said on Friday.

The recent arrests of four men with Rochester or Somersworth ties and three from Lawrence, Mass., reinforces the notion that the pipeline of illicit drugs from Lowell and Lawrence, Mass., to the Seacoast and Maine continues intact as it has for decades.

All four area men have prior history with Rochester Police, but Boudreau said Thomas Davis, 40, of Somersworth, who was charged with unlawful distribution of heroin and oxycodone; and Bruce Campbell, 60, of Portsmouth (formerly Rochester), charged with unlawful distribution of oxycodone, have the more serious crimes.

Cambpell has been previously arrested for possession of drugs, bench warrants and driving offenses, Boudreau said.

Davis, meanwhile, has been charged in the past with simple assault, obstructing goverment administration and hindering police.

The other two Rochester men arrested in the drug sweep are Michael Bougie, 41, of Rochester, unlawful distribution of oxycodone; and his brother, Paul Bougie, 32, of Rochester, engaging in a conspiracy to distribute oxycodone and for unlawful distribution of oxycodone.

Both Bougie brothers have had some traffic offenses, according to Boudreau.

The other three arrested were all from Lawrence, including Fausto Delacruz, 35, engaging in a conspiracy to distribute heroin and oxycodone and for unlawful distribution of heroin and oxycodone; Giovanni Rosado, 32, engaging in a conspiracy to distribute oxycodone; and Harold Marte, 34, engaging in a conspiracy to distribute oxycodone.

The probe was conducted by the U.S. Attorney's Office for the District of New Hampshire; the U.S. Drug Enforcement Administration's Portsmouth Tactical Diversion Squad; the Rochester Police Department; and the U.S. Postal Inspection Service.

The U.S. Marshals Service; New Hampshire State Police; Lawrence, Mass., Police Department; and the Haverhill, Mass., Police Department aided in the arrests.

Calls to DEA offices in Boston and New Hampshire regarding the case were not returned on Friday.
