Dover man arrested, bailed in hit-run nabbed hours later on City Hall theft charge

ROCHESTER - A Dover man was arrested twice on Thursday by Rochester Police, first for allegedly leaving the scene of an accident - and a few hours later - in the theft of equipment from City Hall.

The first arrest of Andrew Parker, 33, came around 7:45 a.m. after police responded to the intersection of Gonic Road and Church Street for the report of a minor motor vehicle accident where one driver fled the scene.

It was reported the other driver seemed impaired and left the scene before providing any information after asking the other party to not call the police. "We were provided the license plate number of the vehicle that fled as well as a description of the driver," noted Rochester Police Capt. Todd Pinkham today. "We put out a BOLO (be on the lookout) to surrounding agencies and Dover PD located the vehicle and driver."

Parker had an active warrant for his arrest out of Rochester stemming from an August 2018 incident in which he is alleged to have been shoplifting from Walmart and provided a false name to officers. In addition to the existing warrant, Parker was also charged with conduct after an accident and driving after suspension. He was released on PR bail and issued an arraignment date for July 8.

Then around 1:25 p.m. Rochester Police responded to a suspicious subject at City Hall where it was reported a male had been hiding in a closet and that he had taken items from an employee's desk.

"The witness described a male fitting the description of Andrew Parker," Pinkham said.

Officers then checked the area for Parker and located him on Wakefield Street by the high school. The arresting officer noticed that Parker had some of the stolen items and placed him under arrest for receiving stolen property. While being placed under arrest, Parker struggled briefly with officers before eventually complying and being taken into custody.

While being taken into custody, officers noticed Parker was holding a container that contained prescription medication that did not belong to him.

He was brought back to the station and bail was set at $500 cash.

Charges from the first arrest included willful concealment, false report to law enforcement, driving after suspension and conduct after an accident. The second arrest resulted in charges of receiving stolen property, theft by unauthorized taking, resisting arrest and drug possession.

He remains at Strafford County Jail today, a jail spokesman said.
