ROCHESTER - Rochester's City Council will get its first look on Tuesday at a proposal for a mammoth housing complex to be located at the former Care Pharmacy at 161 South Main St.
Cyrus Holding Corporation, billed as a "vertically integrated real estate firm," wants to build and manage a wide array of commercial and residential space, including the construction of around 166 residential units, that would comprise studios, one-to-three bedroom apartments plus 16 three-bedroom townhouses and substantial retail space.

The main building would face South Main Street, with commercial and/or office space on the bottom floor.
Plans are to have two 2,400 square-foot retail spaces at the end portions of the building.
Additional rental units will line Sawyer Avenue, which is where Golick's Ice Cream is located.
According to Cyrus officials, some interest has been shown by retailers in dining, small boutiques, and medical offices.
The 6-acre Care Pharmacy parcel was purchased by the city in 2025 for $3.4 million.
