With all states having at least partially reopened as new COVID-19 cases have seen a slow decline, the personal-finance website WalletHub today released updated rankings for the States with the Most and Fewest Coronavirus Restrictions with New Hampshire named as the state with the most.

To identify which states have the fewest coronavirus restrictions, WalletHub compared the 50 states and the District of Columbia across 14 key metrics. Our data set ranges from whether child-care programs and restaurants have reopened to the presence or absence of a "shelter-in-place" order. Below, you can see highlights from the report, along with a WalletHub Q&A.

Biggest Changes in Rank from the Previous Report

  • Rhode Island moved from 50 to 33, up 17 positions. This is due in part to the fact that the state has lifted all stay-at-home mandatory restrictions, had closed but re-opened restaurants for limited dine-in service with capacity limits and has reopened child care programs.
  • Michigan moved from 41 to 25, up 16 positions. This is due in part to the fact that the state has lifted all stay-at-home mandatory restrictions, has eased restrictions on large gatherings and re-opened restaurants for limited dine-in service with capacity limits.
  • California moved from 32 to 50, down 18 positions. This is due in part to the fact that the state still has all gatherings banned and that restaurants remain closed except for takeout or delivery.
