Rochester Police swear in three new officers, promote another to sergeant

Three new full-time Rochester Police Officers were sworn in last week and are slated to attend the New Hampshire Police Academy in January.

During the Police Commission meeting on Wednesday Officer Spencer Williams-Hurley was also promoted to sergeant. He replaces recently retired Sgt. Pat Emerson. Williams-Hurley, a Navy veteran, has been an officer with the Rochester Police Department for seven years where he is a firearms instructor, Field Training Officer, and member of the county SWAT team.

The three new officers include Zachary Masse, who graduated earlier this year with a bachelor's degree in criminal justice. He resides in Berwick, Maine with his family.

Officer Khristine Bibeau has been a communications specialist with the Rochester Police Department for the past two years. She lives with her husband and children in Rochester. Officer Zachary Vatcher earned a bachelor's degree in liberal studies. He has experience as a correctional officer and with harbor patrol. Vatcher lives in Salisbury, Mass. with his wife and children.

Also during the meeting Police Commissioner Lisa Stanley was recognized for her years of dedication and service to both the Department and Commission, with Chairman David Stevens presenting Stanley with a special plaque.

According to Stevens, Stanley has been "a tremendous asset to the Commission and has worked to move the Police Department forward" in a positive way.
