Rochester transient faces up to 15 years in state prison on Dover arson charge

DOVER - A Rochester transient has been indicted on arson charges in connection with a Dover fire in June.
Andrew Hale, 42, is accused of intentionally setting fire to a house at 26 Hill St. on June 15.
According to court documents, Hale was aware that the building was an occupied structure at the time he set it ablaze.
Arson is a Class A felony, punishable by up to 15 years in state prison.
Hale was listed as a Dover transient in a Rochester Police Log from September 2021.
The Strafford County grand jury indictments were handed down on Sept. 15 and released on Wednesday.
An indictment is not an indication of guilt, rather that enough evidence has been presented to move the case forward to trial.
