Second city man charged in December brawl in Milton Road Hannaford parking lot

ROCHESTER - A second arrest has been made in a brawl that broke out in the Milton Road Hannaford parking lot on Dec. 29.
Rochester Police have been investigating the incident for several months now, and a week ago made what they believe is their second and final arrest in the case.
Rochester Police Capt. Jeremy Aucoin said on Friday that a third suspect in the case is not expected to be charged.
Officers responded to the Hannaford parking lot after dispatch was advised there was a group of people fighting outside the supermarket.
During the investigation, it was determined that three people had been involved in a fight against one other person, according to Aucoin, who added that all parties were known to each other.
Perry Brown, 51, of Rochester, was arrested on Feb. 11 and charged with felony riot and simple assault.
He faces a trial on the simple assault on June 22 in Rochester District Court, but the riot charge was dropped, court personnel said today.
Jahmi Seeley, 26, also of Rochester, was arrested last Monday and charged with felony riot and two simple assaults. As of today, personnel with the New Hampshire courts communications unit said they had no filings yet on his case.

The riot charge as defined by New Hampshire statute occurs when "Simultaneously with 2 or more other persons, he engages in tumultuous or violent conduct and thereby purposely or recklessly creates a substantial risk of causing public alarm."
