Three arrested on drug, theft charges at Wakefield Street homeless camp

ROCHESTER - A city man charged for the fourth time in as many months in connection with theft and drug offenses was among three arrested on Thursday at a Rochester homeless camp.

Kenneth Romines, 34, of 42 North Main St., was taken into custody around 8 p.m. at the homeless camp near the Wakefield Street Wendy's.

Romines was charged with two counts of illegal drug possession, six counts of trafficking and possession of prescription drugs and one count of receiving stolen property. Recent arrests by city police include Sept. 6 on drug possession, two last month on theft and drug possession charges and one in September on drug charges, Dec. 11 on theft charges and Dec. on a capias warrant related to a drug charge.

Also charged during the homeless camp arrests were Nathan Shane Castillo, 36, of 157 Rochester Hill Road, on a violation probation charge; and Arthur J. Harris III, a Rochester transient, for alleged drug possession.

Romines and Harris were released on personal recognizance, while Castillo remains at the held on a no bail order, jail personnel said today.

A mugshot of Castillo was not immediately available.
